Just One Example

In April, the Chula Vista (California) City Council honored Reserve Captain Joel Bowman. He had completed his 40th year of service with the city. Joel — now a retired ironworker — began his reserve career on April 14, 1971, long before P.O.S.T. requirements applied to reserves, and the academy was a lot shorter. His loves, other than police work, were shooting and hunting, and he spent many hours on the pistol team and later as Reserve Range Master. He currently works 45 to 60+ hours per month on the police range, assisting officers in weapon-handling techniques and safety.

The honor was a proclamation commending Joel’s 40 years of dedicated volunteer service — he’s still an active member of the Chula Vista Police Department with many years to go. The highlights of his career were his promotions, commendations, Reserve Officer of the Year in 1979, participation on the pistol team in the 1970s, role as range master and his more than three decades of leadership in the reserve organization.

While Joel is just one story of a local hero, the list of professional reserve officers is extensive. In California for example, we recently recognized Arlene Kwock-Preece of San Bernardino PD for her 33 years of service; Ron Priest of Whittier PD for 47 years; Gene McMillan of Kern County Sheriff’s Office for 35 years; Phillip Vasile of Santa Clara Sheriff’s Office for 35 years — and there are many more.
